Senior Civil Engineer (Finance)
The County of Riverside Transportation Department has multiple opportunities for Senior Civil Engineer to join the TLMA Transportation Division located in Riverside. The current openings will support the Construction Inspection, Construction Permit and Development Review Units.
Construction Inspection:
Assigned to the Construction Inspection Division the Engineer will plan, organize, and direct the work of an engineering group and coordinate the work of the group with that of other units, sections, or agencies; to supervise, review, and perform highly complex engineering. The successful candidate will have complete responsibility for a specific unit or team engaged in engineering activities. The duties require not only a high degree of technical engineering proficiency, but also ability to plan and supervise the work of others. The successful candidate may also be responsible for preparing contract change orders for approval; procuring and managing construction management contracts; managing the design and construction of roadway improvement projects: complying with State & County design standards, meeting environmental commitments and schedule deadlines, monitoring expenditures and budgets, oversight of quality assurance, managing assignments, resolving disputes, and coordinating with other functional units and agencies.
Construction Permit Engineer:
Assigned to the Construction Permit Division, acting as the Permit Engineer, overseeing the Permit Section and the Land Development inspection team. Responsibilities will include managing both office and field personnel, reviewing work for technical accuracy and completeness, and serving as a liaison with other County departments, governmental agencies, utility companies, and the public. The Engineer will ensure compliance with State and Federal policies and procedures, resolve conflicts through meetings with developers and utility companies, and issue occupancy and bond releases. Additional duties include reviewing utility relocation and traffic control plans, coordinating permit activities with relevant entities, and providing support or serving as the Resident Engineer or Oversight Engineer for capital improvement projects as needed. The successful candidate will also collaborate with design engineers to address constructability issues during construction.
Development Review:
Assigned to the Development Review Division, the Engineer will supervise and direct the review of development projects including tracts, parcel maps, conditional use permits, plot plans, specific plans, and other land use application types ensuring compliance with local ordinances and state regulatory standards. This position will coordinate and interact with other engineers, technical staff, planners, government agencies, contractors, and stakeholders to ensure development projects meet design, planning, and environmental requirements. This role also includes communicating with local government officials, community members, and the public regarding development projects, addressing concerns raised at public hearings and community meetings.
The Department desires candidates with knowledge of State and Federal standards in public work's planning projects including the principles and practices of engineering as they apply to traffic and highway safety, transportation planning, highway design, flood control, construction and maintenance and environmental monitoring programs. Candidates with traffic analysis experience are highly preferred.
Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers is required.
A 4% increase to the top of the salary range and for SEIU employees has been approved for this position. The top of the salary range will increase to $154,050 in May 2025. Additional health benefits and increases for April of 2026.

EXAMPLES OF ESSENTIAL DUTIES
• Plan, organize, direct, and review the work of a unit engaged in a major phase of public works engineering; determine priorities for assigned projects.
• Supervise engineers and technicians or directly undertake the constructability review of drawings, specifications, estimates, and contract documents in connection with the construction or maintenance of a variety of engineering projects including access roads, remediation projects, sanitary landfill site expansions, closures, and other improvements of landfill units.
• Oversee construction and inspection teams of public works projects.
• Personally work on the more difficult engineering designs, plans and profiles; write specifications for unique or special aspects of work being performed; perform engineering analysis of proposed buildings and structures.
• Review grading, building and structure plans for conformity to uniform building codes, local ordinances, applicable state and federal regulations, and administrative policies.
• Direct the inspection of contract or other construction work and enforce conformity to plans and specifications and to construction standards.
• Prepare and administer major construction projects, traffic control plans at the construction projects and enforce safety compliance.
• Direct field changes on construction projects within the limits of the design and cost restrictions; administer assigned budgets, prepare budget requests and control expenditures.
• Direct and supervise the research, development and preparation of long-range plans; direct, coordinate and supervise a variety of engineering services; represent the department before other agencies and the public.
• Perform, or direct geologic, geotechnical and other engineering investigations by outside consultants.
MINIMUM QUALIFICATIONS
License: Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.
Experience: Four years of professional civil engineering experience, including two years in either 1) performing air or groundwater pollution remediation; 2) traffic engineering; 3) the planning, design and construction of highways; 4) land development and entitlement review or 5) the review and approval of grading or structural plans for permit issuance.
Knowledge of: The principals and practices of engineering especially as they apply to traffic, transportation planning, sanitary landfill, highway, flood control, or water conservation construction and maintenance; engineering mathematics; the characteristics and behavior of various construction materials; environmental monitoring and installation of gas extraction systems at sanitary landfills; state and federal standards concerning public works design and construction; engineering economics; the principles and techniques of engineering administration, personnel management and budgeting.
Ability to: Plan, organize and direct the work of an engineering unit; lay out and supervise the work of professional engineers; perform or review difficult engineering calculations; prepare or direct the preparation of complex plans and specifications, and comprehensive technical reports; perform difficult technical research to analyze situations accurately, and adopt effective courses of action; review, evaluate, recommend, and/or approve proposals and plans of public works projects; establish and maintain cooperative working relationships with others.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
