Street Maintenance I (Sales)
PURPOSE OF POSITION:
Under general supervision, performs a variety of semi-skilled labor activities in the construction, maintenance, and repair of City streets, sidewalks, curbs and gutters, traffic systems, signs, and sewers through the operation and maintenance of a variety of equipment and hand and power tools. An incumbent will be required to perform duties on an on-call basis, as needed. This is the entry-level class in the Street Maintenance series.
ESSENTIAL FUNCTIONS:
Assists in the maintenance and repair activities of City streets including, but not limited to, concrete and asphalt work, pothole repairs, joint sealing, grinding, milling, crack filling, panel and curb replacements, snow removal, street sweeping, street logo and curb painting, sign installation, setting up barricades, and traffic control.
Assists in the maintenance and inspection of drainage and sewer systems to ensure proper functioning; assists in maintaining and repairing sewer lines through activities including, but not limited to, responding to sewer plugs, manhole and line clearing and repair, main and pipe repair, sewer flushing, treating lines for root control and grease buildup, etc.
Performs snow removal and material application on streets, sidewalks, parking lots, and around public buildings either manually or using snow removal equipment.
Operates light departmental equipment, vehicles, and basic hand, power, and electric tools in the performance of duties and according to established guidelines.
Maintains a safe work environment at all times; utilizes proper safety precautions related to all work performed.
Transports equipment and material to work sites; loads and unloads equipment and materials.
Prepares, installs, repairs, and replaces City sign posts and signs; cleans and maintains existing signs; trims vegetation that presents safety hazards.
Ensures the proper maintenance of tools and equipment by cleaning and checking tools and equipment after use.
Maintains records indicating maintenance activities performed, materials used, and hours worked.
Refers citizen complaints to the supervisor for resolution.
Establishes and maintains positive public relations with the general public, other employees, other governmental agencies, and municipal officials.
Physical presence at the assigned job location is an essential function of this role. This position requires onsite attendance during assigned working hours, with remote work arrangements unavailable. Management may consider exceptions under specific circumstances and in accordance with City policies.
MARGINAL FUNCTIONS:
Assists in other City activities such as Clean Up Days, Papillion Days, etc.
Assists all divisions and departments as required to accomplish the goals of the Public Works Department and the City of Papillion.

Ability to learn to accurately read and interpret technical sketches, blueprints, and instructional manuals.
Ability to learn to operate vehicles, machinery, equipment, and tools pertaining to street maintenance repair and sewer line maintenance.
Ability to learn the mechanical operations of diesel and gas-powered equipment.
Ability to learn and to apply occupational hazards and standard safety practices.
Ability to learn and to apply techniques used in emergency and evacuation procedures.
Ability to learn city responsibilities and ability to use independent judgment in the performance of duties.
Ability to learn and apply the precautions necessary to work safely with and around automotive and mechanical equipment in order to promote a safe working environment.
Ability to learn the geography of the city.
Ability to learn how to use a personal computer for administrative duties, i.e. timekeeping, online training, etc.
Ability to work independently and safely in the absence of supervision.
Ability to perform job duties efficiently while managing frequent interruptions.

ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES:
Must be able to attain a Class B Commercial Drivers License (CDL) within a time specified by employer. The City will pay for the required CDL B training.
Must have a valid drivers license.
Graduation from high school or GED equivalent.
Must be bondable.
ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:
The prospective employee is required to stand or move for extended periods of time outdoors and in all types of weather, including extreme conditions, and must have the ability to transport themselves to and from various locations within the city. Duties also require that the incumbent kneel, stoop, twist, bend, reach, climb, or crawl; use hands to finger, handle, feel or operate objects, tools, controls, or vehicles; and reach with hands and arms. The employee must be able to work in small, confined spaces and have the ability to smell. Hand-eye coordination and manual dexterity is necessary to operate equipment, tools, and digital devices, and vehicles assigned to the position.
The employee must have the ability to lift and/or move objects up to 50 pounds on a regular basis and without assistance. Work may be occasionally required in times of darkness. Vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The employee occasionally works near moving mechanical parts, in high or precarious places, and is occasionally exposed to fumes or airborne particles, raw sewage, toxic chemicals, risk of electrical shock, and vibration. The noise level may be moderate to intense depending on activity performed.
Work requires some interaction with the general public and may be stressful when dealing with irate citizens.
