This role is based in Cleveland, Ohio, and is a hybrid work arrangement - individuals may be required to work some days in the Federal Reserve Bank of Cleveland while working the other days from home.
Software QA Lead
Organizational Expectations:
The Federal Reserve Bank of Cleveland's Treasury Services organization partners and supports the U.S. Treasury's mission to expand the use of digital transactions across the Federal Government. The group provides strategic-level leadership, industry knowledge, and innovative thinking to assist with Treasury's end goal of all-electronic payments and disbursements. As a Software QA Lead, you will be responsible for establishing and executing the departments quality assurance strategy and providing technical direction, planning, coordination of assignments, and organizing of quality control updates. You will serve as a mentor and role model to peers. You will also perform quality assurance on complex initiatives which includes understanding how a system works, and develops, executes, and maintains complex test cases to ensure the system functions according to requirements.
General Responsibilities:
Prepares and executes manual test cases, according to the system defined requirements, to ensure overall quality of the product and that the system meets defined requirements.
May perform and/or define automation scripts and analyze results in order to determine completion states. Analysis will require interaction with testers, developers, product owners and technical technicians.
Sets up the system and creates database queries in order to prepare for the testing of particular scenarios.
Leads and consults on complex efforts in the planning, development, and maintenance of test plans, test cases and data that supports ensuring alignment with business requirements.
Analyzes business needs and collaborates with delivery teams to determine an efficient and appropriate quality assurance approach that optimizes the use of manual, automation and integration tools.
Identifies and prioritizes issues with testing and system behavior. Participates in root cause analysis on problems encountered during testing and recommends possible solutions. Collaborates with developers and technical support staff as needed to isolate root cause of defects and provides recommendations.
Participates in the creation of periodic reports on test status and risks, and a final report covering all testing activities that includes recommendations for application implementation and post-deployment operations.
Responsible for ensuring delivery teams are in adherence to all standards and are following best practices on projects and helps teams identify bottlenecks and offers ideas to optimize quality assurance practices.
Researches emerging trends and methodologies and performs training and mentoring to teams to develop quality awareness and to implement quality programs and initiatives.

Education and Experience:
Bachelor's degree with 7+ years of related work experience, OR
Associate's degree or software testing certificate with 9+ years of related work experience
Knowledge and Skills:
Work within an agile work environment utilizing Scrum or Kanban methodologies
Understanding of Agile Testing Methodology
Understands the agile concepts of user stories, velocity, and story pointing
General understanding of Software development
Knowledge of a Programming and scripting language is a plus
Ability to develop Automation tests a plus
Microsoft Office Suite (Access, Excel, Outlook, PowerPoint, Word, Outlook)
