Civil Engineer II (Finance)

Assists the Development Review team within the Water Utilities Engineering Division in the review of development plans for water distribution, wastewater collection and stormwater systems. Extensive coordination with other Development Review staff, Utility Water/Wastewater/Stormwater Superintendents and field crews, Stormwater floodplain administration and Stormwater Master Planning staff is required. Coordinates with various City departments, other agencies and the public relating to development review activities and the design, construction and maintenance of water distribution, wastewater collection and stormwater systems. Assists with maintaining master plans associated with the water distribution and wastewater collection systems. Assists with hydraulic modeling, calibration, scenario planning, capital improvement planning, and reporting system performance metrics such as sewer capacities and fire flow capacities.

Compiles and analyzes reports, records, and other data to plan, design, and/or evaluate projects or programs. Interprets standards and City policy.Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and/or designs for projects or programs.Calculates cost and determines feasibility of project based on analysis of collected data.Manages and administers a variety of engineering projects and City infrastructure systems, either performed by City and/or consultants/contractors.Contributes to the design, operation and maintenance of all field equipment, and related hardware and software.Review or coordinate review of plans and designs for project for compliance with engineering principles and City regulations; may prepare recommendations for approval or denial.Contributes to the administration of contracts with consultants and/or contractors working on City projects; may authorize project related payments.May issue permits and calculate fees due.Monitors job site progress and ensures conformance to engineering plans, specifications, and construction and safety standards.May direct construction and maintenance activities at project site.Serves as a technical information resource for the public, consultants and developers, City boards and departments, and City Council regarding specific projects or general engineering questions; may prepare presentations and written materials.Participates in staff, project review, and policy meetings, and coordinates with other departments or agencies to facilitate project implementation and compliance to standards.Utilize computer assisted engineering and design software and equipment to prepare engineering and design documents and models.Contributes to the preparation of budget and/or monitors budget and prepares bid packages.Assist in the development or revision of policies, procedures, or standards.
